The Philippine procurement case study was a master class in how Governance reforms operate in the real world. It had elements of political serendipity, various weighted values for political, organizational and public, shifting alliances, and a long and unpredictable timeline before it was formally entrenched into the body polity by legislation. It clearly underscores the big difference between the theory of a strategic communications practice and the real world.
